The ceiling you actually hit is the one you can see

Flake glitter is built to stay visible in liquid. The flakes run 50 to 500 microns, which is large enough to catch light and swirl instead of dissolving. Luster dust is ground far finer, 5 to 25 microns, so it behaves like a wash of color rather than separate sparks.
